What Causes Penis Skin To Overlap And Inflate While Urinating?

i am a 19 year old male, while urinating i noticed that my penis skin overlapped and for a moment the penis got like bit inflated and i just pulled the penis skin and the urine went smoothly i dont have any pain, but it is keeping on sticking/overlapping to each other

Thanks for query ,
Based on the fact that you have posted I think you have partial Phimosis however it needs to get confirmed by clinical examination by a qualified General Surgeon ,

If you are unable to retract your foreskin completely over glans penis suggesting Phimosis you may need to get circumcised .

This is a simple surgery done under local anaesthesia as a out patient procedure and offers permanent cure .
