What Causes Pain And Blood In Wipe After Urination?

I'm a 20 year old female. Lately when I urinate, I have slight pain right as I'm about to finish. It almost feels as if something is traveling down my urethra and stretching it. There has been no blood in my urine, but there has been a small amount of blood on the toilet paper after I wipe myself. Can you tell me what's wrong?
