There could be.many causes of low blood pressure and dizziness. Extremely low blood pressure is termed shock and shock can be caused by many etiologies. It could be septic shock, meaning hypotension due to sepsis or infection. It could also be a hemorrhagic shock, or hypotension due.to blood/volume loss. And it could also be cardiogenic shock, in which your heart is not able to pump enough blood to meet your body's needs. In your friend's case, I think it is more on the septic shock due to hepatitis that's causing his low blood pressure and dizziness.
