What Causes Itchy Rashes On The Arms And Legs?

Rash red lines one inch or dotted line of rash itchy, prickly, hot at times. On arms, legs and neck. It started with blister looking now dried up. I thought it was poison ivy at first but then the rash has since started ( after first week ) on both arms and legs and it has been 3 weeks now.
