What Causes Itchy And Swollen Hands And Feet?

A relative has had intensely itchy and very swollen feet and hands for 3-4 years, that is getting worse and on the verge of interfering with work (stressful administration job at an alternative high school). Doctors cannot find anything wrong. He is only slightly overweight (30 pounds), gave up pop years ago, has been on a strict diet for a year. He was sent to an allergist who said allergies weren t the problem (which we knew). I can ask for more information if needed, but nothing has been found in extensive testing so far. He may have slightly high blood pressure.
