Hello and Welcome to ‘Ask A Doctor’ service. I have reviewed your query and here is my advice.

The disease which you have is called urticaria. Urticaria can be of various kinds like solar urticaria in which you have hives and itching upon sun exposure ; cold urticaria in response to cold ; aqueous urticaria which you have. Best treatment for urticaria is avoidance of aggravating factor like cold , sun exposure. In your case avoidance of water is virtually impossible. There is no cure for urticaria , it can only be prevented with the help of antihistamine medications but don't worry the disease will not remain for life time and will resolve on its own. Problem is that no one knows in what time the disease will go off . Some people have single episode , some have the disease for 10 to 20 years. You need to take medications on daily basis till you have disease. First start with Levocetrizine daily at bed time. Short course of Prednisolone is needed only if there is severe urticaria.
Use emollients and don't let your skin dry. Use coconut oil before and after bathing.

Hope I have answered your query. Let me know if I can assist you further.
