What Causes Itching Between The Fingers And Toes?

I m 24 years old, female. My maxillary labial frenum (I believe that is what it s called) has itched my entire life, as well as the webbed skin in between my fingers and toes, and underneath my fingernails and toenails. All of these areas constantly itch, and sometimes it is incredibly overwhelming. Any idea what might be causing the itching or how I can find out what is causing the itching?
