What Causes Itching Above Ankle?

I have had a chronic itchy leg problem. The condition starts with a small area on either the shin or the back of the calf. It spreads over time to encircle the entire leg from just above the ankle to about 3 inches below the knee. It takes about 2 weeks for the condition to start and then subside. It only occurs on one leg at a time. The itching feels like it is coming from the inside...out.

The most probable cause of itching is a skin lesion,
Urticaria, eczema are some of the causes of chronic itching.
A clinical assessment is necessary to assess whether the overlying skin is erythematous, whether the overlying skin is dry etc.
Itching occurring over one leg only at particular site can also be due to allergy.
Is there history of allergy to exogenous objects?
I suggest you to consult a dermatologist/ skin specialist for clinical assessment and thus management.
