General & Family Physician 's  Response
HI, thanks for using healthcare magic

Diabetes is a likely cause of the abnormal sensations, one of the common possible complications of diabetes is neuropathy which refers to abnormal function of the nerves.

Abnormal function can cause sensations such as burning.

The cervical spondylosis may also affect nerves in this area causing nerve related symptoms in the arms and possible the upper chest.

There are medications that can help with these abnormal sensatations eg tegretol, amitriptyline, gabapentin, lyrica
One or a combination may be used, her doctor can determine if one or of these can help her

I hope this helps
