Hi, i do care for your concern.
Your history suggest of sebaceous cyst.
sebaceous glands are oil secreting glands, when the duct of these gland block up due to dust or dirt, it result in formation of cyst.
This condition is more common in shoulder.
i would advise
To consult your physician and get the cyst excised as it cause pain.
After that taking a course of antibiotic would help.
maintaining adequate hygiene, preventing the dirt from accumulating would add to the help.
Hope I have answered your question. If you have any further questions I will be happy to help.
