What Causes Elevated Neutrophils Count And Rashes On The Body?

Hi, I have recently gotten my blood work done and it shows that I have the prolactin count of a pregnant woman, and there is no possibility of pregnancy for me. I also have shown a high count of neutrophils and have been experiencing a rash all over my face arms and ankles for the past month or so. I am a thin 23 year old female who eats very healthy for the most part but never have been able to gain weight no matter how much I try. (I hate being this skinny) I am 5 4 and about 104 pounds and eat like I have a weight issue. I have been feeling fatigued for quite some time and had an allergic reaction to a medication I was on that gave me all sorts of issues. I went to a neurologist who sent me to get an MRI and also did many brain scans on me in office but all were normal. I have never had a rash before in my life and now can not seem to get rid of it. Its almost like hives but not raised and seems to possibly be more prone to colder weather. Anyone know what could be going on?
