Hello and welcome to HCM,
An electric shock like feeling in left wrist is possibly due to nerve compression, nerve irritation or any other nerve related disorder.
A fracture in past is unlikely to cause symptoms now.
The episode of electric shock like feeling could be random and could be due to sudden event.
However, if such symptom re-occurs in future, you need to consult your orthopedician for clinical assessment, relevant investigations and thus management.

Thanks and take care
