What Causes Dry Skin Peeling Off On Penis Outer Skin?

I m having dry skin peeling off on my penis outer skin. This is there on the shaft like dry cracked skin and like white white substance which can be rubbed off on the skin which covers the penis head. I mean the skin which shows up when the outer skin is retracted. Outer skin near the opening of the skin gets little scratchy sometimes. I would like to know is it due to a fungal infection and what can be done to treat that. Thanks..

From the description you have given, the condition what has affected your penis outer skin appears to be 'Seborrheic Dermatitis'.
keep the affected areas clean - wash with soap and water every day. You can use antifungal with corticosteroid cream - combination of Clotrimazole and Betamethasone Dipropionate twice daily so that your symptoms will gradually subside.
