Hello and Welcome to ‘Ask A Doctor’ service. I have reviewed your query and here is my advice.
Complications of the circumcision. Of these, one is called fistula of the urethra. The urethra is the small tube that carries the urine from the bladder down through the penis to the end of the penis where the urine comes out. If, during the circumcision, a cut is made from the outside skin of the penis into the urethra, then a fistula is made. As urine comes down the urethra, it can go out through the fistula. This is only one possibility. There may be no cut in the penis. Also, if his urine volume is small there may be a blockage inside. Because I cannot see your son, my assistance to you is limited. Your newborn may have something serious in the bottom of his urinary tract. It is most important to have him seen by a pediatric urologist as soon as you can. If you can't locate one in the community, they can be found at a university medical hospital.
I hope I have pointed you in the right direction and that your newborn will be healthy soon.
