What Causes Bright Red Line On Spine?

my 13 yr old newphew has fine, bright red lines down his spine (about 12)... they do not hurt when they're touched and he said there has been no injury. It almost looks like a genetic condition... esp. since they are perfectly in line. What could they be? Should he see his pediatrician? He also has Asperger's Syndrome.
