What Causes Blood In Urine Of An Infant?

I found blood in urine of my 3.6 Years old daughter 3 days ago, I consulted my doctor and RBC and Pus cell had been found in urine test, but Urine Culture shows 'no growth'. what it means. Than what may be the causes for blood in urine and pain while urinate?
