Suggest Treatment For Recurring Rashes On The Hip

I have a recurring rash on my hip. It started about 20 years ago with a small red rash above the crack. It itches and burns. It has spread and now there are rashes on either side of the original spot. My husband believes he acquired a sore on his genitals because of contact with the rash on my hip. Could these rashes be herpes?
