Suggest Treatment For Pain Due To Fracture On T12

My Mom, who is 84, fell a couple of weeks ago from a step stool. The doctor had x-rays taken and found a teeny tiny fracture near the T12. She has been taking pain medication (Hydrocodone/Tylenol) every TWO hours. When I speak with her she complains that the pain is worse every day and she may never be able to drive again. She has had it x-rayed two times so I do not think there is anything else. Is it unusual for this small a fracture to get worse and worse?? She is in Virginia, I am in Texas. Thanks.
