Hello and welcome to HCM,
A red raised fluid filled blister on back of ankle appears to be inflammatory.
Red discoloration occur in inflammatory lesions.
Is there any cause of friction or irritation on back of ankle like a shoe bite?
irritation caused by shoe bite can lead to redness, ulcer, blister etc.
Since, the blister is leaking and scabbing, the underlying cause needs to be found out.
If due to shoe bite stop wearing shoes with back and keep ankle open to allow the lesion to heal and stop the source of irritation.
Once the underlying cause is treated the blister will not recur.

Thanks and take care
