Suggest Treatment For Behavioral Problems In A Child

My daughter is 3 years old almost 4. She has an amazing vocab and can communicate extremely well. However she is very hyper and doesnt calm down easily. She has also been lying alot lately. She just PUNCHED my friends 6 year old daughter who is very shy and quiet. She knows when she lies what the punishment is. She can tell me rules of the house but doesnt follow them. Time outs arent working, taking herr favorite things away isn t working, spanking, soap in mouth, nothing works. Im at a loss as to what to do!!!

I can understand your concerns.
In my opinion you should continue to give consequences for her bad behaviour in-spite of the fact that she seems to be not affected by it. Also reward her for her positive behaviour. Be patient and be consistent in following the rules you have set for her.
Also you can play social games and role play to teach her the values and how to behave and how to respond in certain situations.
