Hello
It seems from the history that your brother has suffered a injury to the eye following which he is having bruising and swelling of the eye.
This is because of edema of the eyelids because of collection if fluids in the layers of skin of eyelids as a result of impact of injury.
The treatment is by use of antiinflammatory drugs and cold compression.
However if vision is affected it indicates damage to the eye itself and this requires examination by a ophthalmologist and treatment accordingly.

Thank you
