General & Family Physician 's  Response
Hi & Welcome.
Since topical steroid (Daktacort) ointment application does not seem to be helpful in treating the tight foreskin (phimosis), he needs to undergo surgical removal of the foreskin (circumcision) by a urologist. Hope this will help him.
I find this answer helpful
