You should consult and infertility specialist like Dr.Malpani. He is well known. YOu can opt for artificial fertilisation i guess. I know of sea foods being good to increase counts. Have a good well balanced diet. Avoid alcohol and cigarette smoke, even passive smoking should be avoided.
