Should I Be Concerned As I Am Having What Seems Like Razor Burns That Turns Into Blisters In My Pubic Area?

After shaving my pubic area in a cold shower (ran out of hot water) I started to get a very bad what seems like razor burn, some of which has turned in to blisters. And now it's seeming to spread to isolated areas off my buttocks and upper thigh. Is this something I should be worried about or is this normal razor burn activity?

Burn injury are static.

They dont spread.

There is a possibility of herpes.
