My Mother Is 80 And She Takes Medication For Cholesterol

My mother is 80 and she takes medication for cholesterol and high blood pressure. She has fairly significant memory issues and has been diagnosed with an irregular heart beat and is under a doctors care for that. I can't get her to go to the doctor for her memory issues. Lately she has complained of sore upper arms and today she said her hands are numb. Would this most likely be related to her heart issues?
