unable to speak can be due to various reasons like paresis of tongue to vocal cord problems.
i would advise you to meet a neurologist and get a through examination done.
rule out hypertension also, as of your cough , adequate medicine will help it.
if your inability to speak is due to an infection then with adequate treatment you will be fine soon.
