Hi dear,
I have gone through your question and understand your concerns.
If there is no heart beat visible in a 14 weeks fetus, then it is definitely an intrauterine death of the fetus, and the fetus needs to be aborted as soon as possible.
There is no point of keeping the dead fetus inside, and termination of pregnancy should occur as soon as possible.
