Is a follow-up surgical biopsy to remove tissue that was attached to a nodule and removed by a needle biopsy considered to be a removal of a breast lesion? It will be preformed in a hospital under a local anesthetic on an outpatient basis to make sure there is or is not cancer present. If so what is the proper surgical code?

The procedure you are talking about it known as a tru-cut (or core-needle) biopsy of a breast lesion and it is carried out under local anaesthesia. This does not amount to removal of the breast lump and the surgical code varies from hospital to hospital.
