How To Regain Natural Lip Color?

I have had dark colored lip all my life. I have suffered from having chapped lips, now on my bottom lip i have peeled the skin so much i now have pink patches on my it. Have i permanently damaged the skin on my lip or is there a way to get my lips back to it's normal color?
