How To Identify Disorder Of Epiglottis?

Hello Doctors, I'm from Philippines. I have a nephew who has no epiglottis but has two epiglottis-like structures in his mouth attached to both sides of his throat. The parents are terrified especially during eating, for the food might accidentally pass through his trachea and may cause disaster to their son. I'm as well troubled of the problem, and hopefully my concern would catch your attention, giving us idea about this and might as well suggest solution to this problem. My questions are: 1. What kind of disorder is this?2. What might be the possible cure and is it okay to save it as is?
Thank you and Godspeed!
