Overactive and hyperactive are two different things with a narrow dividing line, being naughty is fine, may just be a little overactive. Hyperactive is generally used for activities that are 'beyond normal'. It depends on so many things to distinguish the two. Child shouldn't be destructive and should be able to concentrate if needed.
Also the behavior should be same in at least two of three locations ie home, school and social gathering to call it not normal.
