A sore throat most of the time is viral and goes itself however with a lot of sputum this may indicate a bacterial infection which needs antibiotics.
Many antibiotics are safe during pregnancy like Azithromycin or Amoxicillin and can be used. If she is feeling unwell she definitely can go to the ER and I think this is necessary.
