General & Family Physician 's  Response
Hi,

If the skin tone is naturally black so it cannot be changed with any medicine, natural tone of skin cannot be changed by any means on permanent basis.

It can be temporary make up but forget about the medicine neither anything should be used else it can damage the skin and could cause the black of area of kin, if the skin become black due to some fungal infection or due to some other reason then it can be treated accordingly.

Hope I have answered your query. Let me know if I can assist you further.
Regards,
