How Can Metabolism Level Be Reduced?

I am what many people call an ectomorph so I have very little muscle mass, tiny joints and a super fast metabolism. I eat about 3,500 calories a day, 220g of protein and work out 4times a week but have only managed to gain 3 pounds in 3 months and not only is this time consuming, but cost consuming aswell. Will I be able to get any medication prescribed by a local doctor that could slow down my metabolism to a point where it s near normal or even just a bit slower cause at this point it s actually effecting my every day life as I ve been turned down for jobs due to my inability to lift as much weight as other people can which is obviously a major weakness in most work places
