How Can Flea Bites On The Body Be Treated?

My husband and I went to the beach at Lake Mead. I wore sunscreen but he didn t. He was covered with dug bites. He thinks they are sand flea bites. I received, not one single bite, of any kind. He also has them on his penis. He has been using calamine lotion. Its helping, but it s been 10 days. Should he be put on a steroid?
