How Can A Deformed Finger Be Corrected?

hello I have a friend who just gave birth to a baby girl with deformed finger. Instead of a normal formed finger pad for one finger, this little girl is borned with a squarish finger pad and a protruded finger nail at the side of the affected finger. Is this a birth defect and what causes it? Can this be corrected and when can this be done?

The reason can be congenital or intrauterine growth defect. Don't worry as it can be easily treated by plastic surgery once she grows up.
