Hello and Welcome to ‘Ask A Doctor’ service.
I have reviewed your query and here is my advice.

First of all, circumcision is the procedure in which foreskin of the penis is excised and removed.

It is only done by surgery. Sometimes, it is done ritually or due to difficulty in urination.

Your problem is the collection of white material (mostly remains of semen) under penile skin.

For that, you can clean the area daily and maintain proper hygiene. Nothing else required in this situation.

Hope I have answered your query. Let me know if I can assist you further.

Regards,
Dr. Hiren Hirpara
