Have Shin Splints For Years, Now Getting With Plantar Fasciitis. Pain Relievers Not Helping. Should I Opt For Surgery?

I have had shin splints for over 25 years. I stopped running 23 years ago, and wear good shoes, engage in low/ no impact exercise 1-2 week. I still get them, now with plantar fasciitis . Tried orthotics- ice/ heat/ pain relievers, night boot I m only 48- should I look into surgery?
