thank you for your query. there is no need to get panicked as you wore a condom during penetrative sex. she gave you a hand job, not oral sex, so chances of transmission further diminished significantly. thirdly, and most importantly, there appears to be no definitive evidence of her having STD from your history, as blood in vagina can be due to various reason, even during or just after menstruation, and does not necessarily indicate STD.
