Do Brown Streaks In The Right Eye Need Immediate Medical Attention?

I am seeing floating brown streaks in my right eye. They seem to be inside the eye itself. If I move my eye quickly, they float up, then drift back down when my eye is not moving. The streaks have started to break up into tiny brown dots. I think they are blood cells, and I think the streaks may be blood floating inside my eye. Is this possible? Is this an emergency? What should I do?
