Could Small Bulge In The Pelvic Region Be Symptom Of Hernia?

I am concerned I may have a hernia, How in the world it might have happened is beyond logic. I have a tender small bulge that was noticed this morning. It is right in the joint of where my leg joins the pelvis but sitting standing exercise don t seem to bother it. very tender to the touch. It is right in line with the top of the scrotum but is located more in the pelvis to upper thigh.
