Hi,
I couldn’t see the attached report!!
Anyway cortical dysfunction means damage or functional impairment of one of the region of brain( Here cortex means XXXXXXX cortex). Right gaze deviation is nothing but the spontaneous horizontal deviation of your eyes.
In your case stroke might be a reason for these changes.
Consult a neurologist and he will direct you accordingly. Additional investigations like MRI might be required for further assessment.
