Brief Answer:
Infected sebaceous cyst

Detailed Answer:
Hello and welcome to ask a doctor service. I have read your query and viewed the image.

Seems like a sebaceous cyst which has got infected and therefore red and painful.. I suggest you to take an oral antibiotic e.g either Amoxicillin or Cephalexin for a few days. It needs a prescription from a doctor. Once the infection resolves I would suggest that the cyst be removed by surgeon.

Hope I have answered your query.
