I have gone through your query and here is my opinion.
Dark spots may be due to multiple reasons like sun damage,UV Light induced,age related,systemic diseases like diabetes,some medications,eczema,fungal infection,irritants etc
Please share few information about your lesions like duration of these dark spots,any associated itching etc.
Are they present in other parts of the body as well ?
Do you have any other co morbidities?Are you on any drugs?
Are they spreading or static in size,have they changed color?

Hello its just my arms and one of the doctor's here looked at it and said it was excema and to get some clobestole cream from the doctor I did that I haven't been on it that long but need something for dark spots. is there any reason y'all dont send it prescriptions for medicine?

If it has been diagnosed as dermatitis,I would also recommend you to apply a long acting topical steroid like clobetasol propionate or Betamethasone dipropionate on the affected areas twice daily,at least for 2 to 3 weeks.
Antihistamines like Fexofenadine 120mg at night time will take care of the itching (if any).
Both of these are prescription drugs and would require a written prescription.
As per regulations,only OTC (Over The Counter) drugs can be dispensed with out a valid prescription.
