Brief Answer:
Slower impulse speed through left side of the heart

Detailed Answer:
Hi,

Incomplete left Bundle branch block is a condition, when heart impulses travel slower through left side side of the heart than normal.
In case the patient is a 9 year-old female you shouldn't pay attention on interpretation of "old high lateral MI", it is not correct for children.
So we can conclude that there is only slight decrease in impulse speed through left ventricle, which can be a benign condition.

Hope I could help you
