These 2 symptoms generally are not related with each other.
Swelling of the ankles happens when fluids are retained in the body, which gives high blood pressure instead of low blood pressure.
But in some cases, in people very ill, when the heart is very insufficient, can have them both. But these people are short of breath, and are very sick and you doesn't seem to have that problem.
Also, it can be that a person have swelling of the ankles because of a problem and can have low blood pressure which he/she may have had all their lives and that is normal. So, these 2 are not related with each other but the same person can have them.
