Brief Answer:
This requires examination by eye doctor.

Detailed Answer:
Hello
Welcome to Health care Magic.

I am Dr. DADAPEER K, an Ophthalmologist with training in Medical retina and I will be answering your question.

I reviewed your history.
The symptoms mentioned by you indicate allergic blepharitis or eczema of the eyelid.
This requires treatment by the use of anti-allergic drugs and anti-allergic eye drops.
I usually treat conditions like this with anti-allergic drugs like cetrizine and anti-allergic eye drops like olopatadine.

This requires treatment by eye doctor. If possible do send me a photo of the affected eye so that I can confirm the diagnosis and advice you accordingly.

Hope this answers your question.

Thank you
With regards
