Brief Answer:
It can be stress fracture

Detailed Answer:
Hello,
I have studied your case and I think following conditions can cause such pain.
1. Stress fracture
2. Tenosynovitis of the foot
3. ankle synovitis
To confirm this diagnosis, I would recommend you to get MRI of the ankle and foot.Till you get this test I have following suggestions.
1. Hot water fomentation, Ice has no role in such pain.
2. Ointment can cause burning sensation, but they are good for such pain.
3. Pan killers like etoricoxib will be useful. It is available on prescription from a local doctro.
4. Compression bandage at foot and ankle.

I hope this answer will be helpful for you. Let me know if there is any followup questions.
thanks
