What Causes High Pulse Rate And Low Blood Pressure?

Question: Over the last couple of days I've felt a racing heart beat. Today I check my blood pressure, 98/82 resting pulse 150, this afternoon 89/65 resting pulse 132, experiencing shortness of breath which started today. Should I be concerned?
