What Causes Bright Red,itchy,burning Lesions On Legs?

Question: I get bright red, itching, burning lesions on my legs about 3-4 times a year. In the last few months, it is creeping up toward my groin and also around my elbows. Clobetasol for six to seven days followed by Ecotrin lotion helps, but it never quite goes away. Each new occurrence seems to be worse. I have CHF and cardiomyopathy. I have been to a dermatologist who diagnosed nickel allergy (I got a mild to moderate reaction to the back "scratch" test. I also have chronic UTI's, with microscopic blood noted each time. This has been going on for about 3 years and I am frustrated. I wonder if I should see a Vascular specialist or a contagious disease specialist. So far, 2 urologists, a nephrologist, my family practitioner, my cardiologist and my dermatologist have observed and suggested treatment as noted above. I hope you can help me. Another outbreak started last night and I'm itching like crazy. I see most of my specialists at USF in XXXXXXX

It is better if you can send photos of the current lesions present .
As different allergies are already present.Avoidance of known allergens is a known fact I suppose, even check with doctor if any drugs you are on is causing it.
If you found any exacerbating factors like any drug or food intake,whether changes with the diseases changes etc.
Similarly any releiving factors found. Any dry skin,diabetes or any other disease, current drug intake, any recent change in drug causing this rash etc
Antihistamine like cetrizine , or loratidine may be used if severe itching.
